Depending on what rectifier tube I use I can control some of the volume and slam. I also made an adaptor cord and use an attentuator down one or two clicks. They're around 30 watts. Pretty much the same circuit except for the phase inverter. These have an awesome medium sized club volume sweet spot and are way more touch sensitive and 3D IMO. Messages 2, I agree, the super, bandmaster and pro are pretty much the same circuit, just different speaker set ups.

Yes, JJ's easily handle the higher voltages, but if those are not lowered, you will not reach the OP's original target of under 25W. Now drop it down to the V range and you are getting close.
This is a bigger drop than a simple rectifier swap will bring so really to get it right, transformers need swapped out. I personally never liked the sound of adding a step down resistor or zeners for this type of thing. They never seem to sound as good as simply doing it right. Another option maybe a 20 watt amp!
